Special Intensive Revision, commonly called SIR, is an electoral-roll revision exercise carried out under the election-law framework. Its purpose is to examine and update the roll so that eligible electors are included and entries that require correction, verification or lawful deletion are dealt with through the applicable process. The exact programmer, qualifying date, documents, deadlines and field-verification arrangements must be taken from the current Election Commission of India and Chief Electoral Officer notifications.
Section 21 of the Representation of the People Act, 1950 provides for preparation and revision of electoral rolls. Sections 22 and 23 address correction or deletion of entries and inclusion of names, while section 24 provides for appeals from specified decisions. These provisions operate with the Registration of Electors Rules, 1960 and directions issued for the particular revision.
SIR should not be treated as a separate court proceeding or as a universal “tribunal” system. Administrative decisions are ordinarily made by the electoral authorities identified in the governing framework. Any appellate forum must be identified from the relevant statute, rules, notification and order.
The precise sequence can vary. A person should therefore read the current official programmer instead of relying on an earlier revision calendar.
The correct route depends on whether the person is absent from the roll, already enrolled with an incorrect entry, facing an objection, or affected by an existing decision. Deletion during a revision does not by itself establish that one particular form is always appropriate.
Keep copies of the relevant roll entry, enumeration material, application, uploaded documents, acknowledgement, notice and order. Check the draft and final roll using official channels. If a problem appears, identify whether it concerns inclusion, correction, objection, deletion or implementation of an earlier order before selecting a procedure.
